What is Certificate of Origin? How to Apply?
Certificate of Origin (CO) is a trade document which requires by overseas market. CO issued by ICCHK
is authorized by HKSAR Government which is protected under chapter 342 of the Hong Kong Laws
and recognized by Customs authorities all over the world.
Steps to apply:
- Upload all necessary files in the 5 fields below
- Choose the option of any extra copy if needed

Certificate of Origin – Re-Export (CR)
The Certificate certifies the origin of the goods which imported into Hong Kong, then will be re-exported from Hong Kong to other destination.
Documentary Requirements:
- Typed and Completed Application Form
- The Application should be submitted 2 days in advance of departure.
- Photocopy of Certificate of Origin issued in the originating Country (OR)
- Photocopy of Commercial Invoice issued from the originating country AND Transport Document (i.e., Import Manifest, Bill of Lading and Airway bill)
- Other Documents as the ICCHK may deem appropriate.
Certificate of Origin – Without Transit / With Transhipment (CT)
The certificate certifies the origin of the goods which is shipped directly from the manufacture place (or other place) to other destination.
Documentary Requirements:
- Typed and Completed Application Form
- Photocopy of Certificate of Origin issued in the originating Country (OR)
- Photocopy of Commercial Invoice issued from the originating country AND Transport Document (i.e., Import Manifest, Bill of Lading and Airway bill)
- Other Documents as the ICCHK may deem appropriate.
Certification of Hong Kong Origin (CHKO)
The Certificate certifies the goods of Hong Kong origin
- Manufacturer is required to register in Factory registration of Trade and Industry Department.
- Applications should be submitted either in electronic mode or service counter through the service providers appointed by the HKSAR Government.
Certificate of Origin – Processing (COP)
The Certificate certifies the goods have undergone certain manufacturing processes in Hong Kong Only.
- Manufacturer is required to register in Factory registration of Trade and Industry Department.
- Applications should be submitted either in electronic mode or service counter through the service providers appointed by the HKSAR Government.
Certificate of Origin – CEPA (CO-CEPA)
The certificate certifies the goods are of Hong Kong origin and export to China only which eligible to claim tariff preference.
- Manufacturer is required to register in Factory registration of Trade and Industry Department.
- Applications should be submitted either in electronic mode or service counter through the service providers appointed by the HKSAR Government.
Certificate of Origin – New Zealand (CO-NZ)
- Manufacturer is required to register in Factory registration of Trade and Industry Department.
- Applications should be submitted either in electronic mode or service counter through the service providers appointed by the HKSAR Government.
Certificate of Origin – Georgia (CO-Georgia)
- Manufacturer is required to register in Factory registration of Trade and Industry Department.
- Applications should be submitted either in electronic mode or service counter through the service providers appointed by the HKSAR Government.
Certificate of Origin – ASEAN (CO – ASEAN)
The certificate certifies the goods are of Hong Kong Origin and eligible to claim tariff preference when exporting to such countries under the Free Trade Agreements (FTA) with Hong Kong.
- Manufacturer is required to register in Factory registration of Trade and Industry Department.
- Applications should be submitted either in electronic mode or service counter through the service providers appointed by the HKSAR Government.
Movement Confirmation – ASEAN (MC)
The certificate certifies the goods are of ASEAN origin and re-export via Hong Kong to another ASEAN member state
Documentary Requirements:
- Typed and Completed Application Form
- Original CO (Form AHK) issued from an ASEAN member state.
- Photocopy of Invoice and transport documents of the goods imported.
- Photocopy of BR certificate of exporter in Hong Kong.
- Other Documents as the ICCHK may deem appropriate.
